Towards higher education quality assessment framework for students satisfaction evaluation
This paper presents the framework of higher education quality assessment. The estimates of education quality can be used by the chiefs of higher education establishments (HEE) to take management decisions. The suggested approach is based on SERVQUAL method, supposing that education quality is the quality of provided service. Within the elaborated framework students fill in the questionnaire, their answers reflect the gap between perceived and expected education quality. The survey results are processed with the help of Rasch model. This approach was tested at the Information and management faculty of National Technical University "Kharkiv Polytechnic Institute"
Towards the ontology-based approach for factual information matching
Factual information is information based on facts or relating to facts. The reliability of automatically extracted facts is the main problem of processing factual information. The fact retrieval system remains one of the most effective tools for identifying the information for decision-making. Towards modeling of comprehensive assessment for licensing in higher education
In the modern society information technologies, services, quality become the determinative factors of success of any business. The questions of quality management are especially relevant in social sphere, since organization oriented on quality of its processes provides the improvement of people living standards. Information computer technologies (ICT) are the powerful tool for increasing the performance of decision-making processes. Formalization of management problems and adequate mathematical models provide ICT with techniques and methods of solving the application problems in different domains and improving business performance. Higher education is a unique social and economic environment. The quality of its functioning influences many processes of successive development of society.Therefore elaboration of ICT in higher education domain remains the challenging problem for specialists in computer sciences
Information technologies of decision support in transboundary emergencies
The transboundary character of any emergency leads to the additional challenges, namely, the absence of the direct access to center of accident and possible difficulties in the relationship with the authorities of the neighboring territory. The given work represents the information technology that allows to deploy the emergency infrastructure in the shortest terms, collect and process environmental data from different data sources and transfer it to the decision support system in a real-time mode, thus, improving the efficiency of decision-making process
Studying items similarity for dependable buying on electronic marketplaces
The processing of product buying is a very difficult task when we have thousands of items in each market category. In order to study items similarity for dependable buying we try to analyze item descriptions on AliExpress, eBay marketplaces and test k-means algorithm for item grouping/product segmentation. The usage of the classical clusterization algorithms for grouping similar products according to their descriptions is studied. A corpus of different products (bikes and smartphones) from e-shop AliExpress, eBay is developed. Each entity in this corpus contains photos and a product description. Each entity in this corpus contains product description with different fields. These short texts are used for experiments. As a result, it is found out that the k-means algorithm works well only for uniformly distributed data by categories, but this is not suitable for the segmentation of heterogeneous descriptions. Towards Information Management System for Licensing in Higher Education: An Ontology-Based Approach
Higher education licensing, i.e. the process of granting permissions to provide certain educational services, is an important process of public administration. Government al bodies handle licensing requests submitted by education providers regularly. Such requests are supplemented with large amounts of information that demonstrates the actual situation in an education provider. At present this process is paper based and in volves a lot of manual labor. This situation is similar for other types of education, e. g. primary and secondary, as well as form any countries. We, therefore, aim to computerize this process by creating a universal licensing information system (LIS). We base our approach on a domain ontology that defines the main concepts in the licensing process. In this paper we show how licensing process works now and propose the ways to make it more efficient. Then, we envisage the usage models of LIS, identify its main business actors and use cases, and provide a high-level architecture of the system. Finally, we present a fragment of the domain ontology in higher education domain
Coordinating Higher Education as an e-Government Initiative
Government plays a key role in providing higher education. It supplies policies and regulations, information to the society, administers funds and licensing, develops standards, etc. In the context of total e-Governing Ministries of Education of many countries initiated the creation of supporting information systems. These systems in most cases are limited to providing information resources of different kinds to the society by web-portals. Administering and coordinating functions are left out for some reasons. In this paper we discover the typical structure of higher education, different stakeholders involved in the process of providing higher education services, information and data flows. We discuss the key functions that information systems must support. And finally we propose the e-Government higher education reference model to be addressed when developing such information systems
